The East Delhi Municipal Corporation (EDMC) in its budget presented on Tuesday for the year 2020-2021, proposed three new taxes including professional tax, education cess and betterment tax expecting additional Rs 30 crore from these sources.
It proposed professional tax for those earning more than 5 lakhs a year @Rs.100 pm and Rs.200 pm for those earning more than 10 lakhs per month with education cess @5% of property tax and betterment tax (for enhancement of property value due to public infrastructure development @ 10% of property tax.
According to the budget proposals it is expected to earn minimum of Rs.5 crore from professional tax, Rs.10 crore from educational cess and Rs.15 crore from betterment tax. The EDMC also proposed garbage collection charges to be levied as per SWM Act.
Commissioner, EDMC, Dr. Dilraj Kaur, presenting the revised budget estimates for the year 2019-20 and budget estimates for the year 2020-21 in the special meeting of the standing committee, claimed that the EDMC improved its ranking by 101 positions and secured 240th place in Swachh Survekshan 2019. We are hoping to perform better in Swachh Survekshan 2020.
According to the budget proposals the EDMC constructed 95 community toilets and 477 public toilets and proposed to develop 05 more community toilets and 46 public toilets. It also installed 1600 twin dustbins of 100 litre capacity and more 5350 bins are being installed and distributed 83000 dustbins among citizens of 12 litre capacity each, Plan to buy more such 1,50,000 bins.
The EDMC has commissioned world class machines like- 40 water sprinkling tankers, 02 super-sucker machines, 06 Suction-cum-Jetting machines, 04 auto mounted litter picker, 25 E-kart and other machines worth 70.87 crore in its fleet. It would help EDMC to intensify its efforts to combat pollution and to improve the sanitation system.
The commission in her speech further said that the work of appointing 1704 assistant teachers in the corporation schools is under process. Agenda based mega PTM was organized in EDMC schools and English medium education is being imparted in corporation schools. , Two such schools established in East Delhi.
The EDMC has converted 80,400 street lights into L.E.D. it aved 9.2 crore in the form of electric consumption and maintenance till the September 2019. According to the budget proposals 81 parking sites have been identified for expansion of parking facilities and tenders have been issued for the same.
